Physical Fitness Test Policies

 

1. The "National Student Physical Fitness Standard" (hereinafter referred to as the "Standard") serves as the fundamental guiding document and the basic benchmark for educational quality in China's school system. It is a crucial basis for evaluating student comprehensive quality, assessing school performance, and measuring the development of education across different regions. It represents the specific implementation of the "National Physical Training Standard" within schools.

 

2. The revision of this Standard adheres to the principle of "health first" and implements the requirements outlined in the "National Medium- and Long-Term Education Reform and Development Plan (2010-2020)", the "Notice of the General Office of the State Council Forwarding Opinions from the Ministry of Education and Other Departments on Further Strengthening School Sports Work" (State Office Dispatch [2012] No. 53), and the "Notice of the Ministry of Education on Printing and Distributing Three Measures Including the 'Student Physical Health Monitoring and Evaluation Methods'" (Education, Sports, and Arts [2014] No. 3). The revision focuses on enhancing the reliability, validity, and discriminative power of the Standard's application, strengthening its functions of motivating students, providing feedback for adjustment, and guiding physical exercise, and improving its capacity to support educational monitoring and performance evaluation.

 

3. This Standard comprehensively assesses students' physical health levels based on body shape, body function, and physical fitness. It is an educational tool designed to promote the healthy development of students' physique and encourage active physical exercise. It forms an important component of the national core literacy system and academic quality standards for student development, and serves as the individual evaluation criterion for student physical health.

 

4. The common indicators for all grade levels are: height and weight (under body shape); vital capacity (under body function); and the 50-meter dash and sit-and-reach test (under physical fitness).

 

5. The total annual score for this Standard is the sum of the standard score and the additional points, with a maximum of 120 points. The standard score is the sum of the scores obtained for each individual indicator multiplied by their respective weights, with a maximum of 100 points. Additional points are awarded based on actual performance: up to 20 points can be added for performance exceeding 100 points on designated bonus indicators. The bonus indicators are pull-ups and the 1000-meter run for boys, and one-minute sit-ups and the 800-meter run for girls. A maximum of 10 additional points can be awarded for each of these indicators.

 

6. The rating levels based on the student's annual total score are as follows:

90.0 points and above: Excellent

80.0 ~ 89.9 points: Good

60.0 ~ 79.9 points: Pass

59.9 points and below: Fail

 

7. Only students whose test results are rated Good or above are eligible to participate in awards and honorary selections. Students who receive a Fail rating are permitted one make-up test within the academic year. If the make-up test result is also a Fail, the annual grade is recorded as Fail. Starting with the class of 2019, students whose final graduation fitness test score is below 50.0 will be granted a completion or partial completion certificate instead of a graduation certificate. (The graduation score and level are calculated as the sum of 50% of the total score from the graduation year plus 50% of the average total score from all other academic years. For students in 2+2 programs, the score is calculated as 50% from the freshman year plus 50% from the sophomore year.)

 

8. Students who are ill or disabled may apply to the university for a deferral or exemption from fulfilling the Standard requirements. Upon certification by a medical institution and approval by the Physical Education Teaching Center, the Standard requirements may be deferred or waived. An "Application for Exemption from the National Student Physical Fitness Standard" must be completed and stored in the student's file. Disabled students who are genuinely unable to exercise and are exempted from the Standard may still participate in award and honorary selections. Their graduation transcript will indicate "Exempted" for the Standard score.

 

9. The Physical Education Centre is responsible for interpreting this Standard.
